The Owners’ Representative is responsible for monitoring the project site to ensure that  projects are completed safely, to high quality, within budget and on time. This role will collaborate with an assigned Project Manager as well as other stakeholders including contractors, regulators, farms and Vanguard internal departments including development, engineering and procurement to ensure performance meets standards and to monitor and report project progress.  

Responsibilities 

• Must be willing to relocate for 10-15 months at a time to be on project site and ensure successful project completion. 
• Responsible for representing Vanguard’s best interests and execute the project goals and objectives.  
• Make sure the contractors for the project execute the work safely, within quality  on schedule and within the approved budget. 
• Anticipate risks and keep the project running smoothly – communicate to all parties to ensure that all  project team members are engaged at the right time and are meeting their contractual deliverables. 
• Serve as the liaison between farms, feedstock suppliers, engineers, contractors, testing agencies, utility providers, and third-party vendors. 
• Lead accountability and assurance that all project team members are working towards the company’s goals and objectives.  
• Act as Vanguard’s eyes and ears on the project site. Be present and accountable on the project site daily. 
• Establish clear lines of communication and ensure all team members are working towards achieving the project goals and objectives. 
• Recognize where inherent risks exist and appropriately manage and mitigate these risks. 
• Provide on site  management of contractors and oversight throughout all phases of a project including but not limited to: 
  • Budget and schedule management 
  • Project communication 
• Risk management and mitigation 
• Quality management and contract enforcement

Skills and Qualifications 

• Work from the project site. Willing to relocate to a project site for 10-15 months at a time. Working hours at site will be normal construction schedules

The Senior HSE Manager is responsible for managing and maintaining full compliance with Corporate HSE Standards at all company-owned and/or operated assets nationwide. This position provides strategic direction to ensure adherence to applicable federal, state, and local regulatory standards at all stages of the asset lifecycle. Leads and develops team of HSE professionals in a geographically spread operation. Must be able to interact with a broad range of stakeholders including clients, JV partners, executives, high-level managers, and frontline personnel. Must have expert knowledge of health, safety and environmental standards including 29 CFR 1904, 1910, 1926 and OSHA PSM. Ability to provide technical guidance and develop talent/competencies of frontline personnel is critical. 

Responsibilities 

• Builds mechanisms to foster a positive and sustainable HSE culture at field/remote sites; coordinates employee engagement and participation activities to attain corporate HSE objectives. 
• Provides HSE technical guidance to support all levels of company and third-party contractor workforce; acts as Subject Matter Expert and supports development of Corporate HSE and PSM Standards. 
• Leads or oversees incident response, notification, investigation and reporting; may facilitate Root Cause Analysis (RCA) with company and contractor personnel. 
• Facilitates adoption of emergency response and crisis management protocols; liaises with First Responders, LEPC, SERC, OSHA, DOT, EPA, NRC and other stakeholders as appropriate. 
• Executes audit, assurance and/or verification & validation (V&V) programs to evaluate effectiveness of applicable safe work practices (SWP), process safety standards, environmental best practices and company policies. 
• Monitors contractor performance and compliance with Corporate HSE Standards; communicates HSE gaps to contractor leadership and develops plans to close those gaps. May act as Contractor HSE Management process owner and coordinate related controls and activities (e.g., contractor qualification, joint contractor HSE forum, audits, etc.). 
• Designs, develops and coordinates the execution of Corporate HSE Training Programs in alignment with company policies and all applicable legal and regulatory requirements (e.g., OSHA, NFPA, DOT) 
• Tracks, consolidates and routinely reports all lagging KPIs including incidents, near-misses, hours worked, etc. 
• Participates in risk management studies (HAZOP, LOPA, What-If) and hazard analysis (JSA, JHA) as required.

The Engineer (Process) will work closely with the Development, Construction, and Procurement teams during early stage, pre-FID projects to provide due diligence measures and recommendations to bring the project through to commissioning. 

Responsibilities 

• Provide all technical support to the Development team for filing early-stage permits and any other support necessary during the pre-FID stage 
• Support the Procurement and Construction teams through the permitting and cost estimation process during in the pre-FID stage 
• Provide due-diligence measures and recommendations on technology and equipment providers based on the overall lifecycle of the project. Work closely with Analysts in evaluating and optimizing the most efficient IRR for the project while making recommendations 
• Conduct Mass and Energy (M&E) balance during due diligence, pre-FID project stages and update the M&E balance based on various technology packages as the project evolves. Publish the final M&E balance for construction 
• Draft process block flow diagram (BFD) and populate the flowrates, sizing, and capacity of various equipment and measures, including but not limited to mixers, volume of anaerobic digesters, slump volumes, process water, or potable water consumption, biogas production, waste gas, dewatered solids, and required thermal energy 
• Collaborate with the technology providers and agricultural engineers in identifying the lagoon design, volume, and other regulatory restrictions and requirements 
• Define input and output parameters, performance, and conversion efficiencies. Work with the system or technology provider to identify interface, connected utility (electrical power, compressed air, control and internet, discharges, emissions, etc.) 
• Define performance expectations of the systems and equipment. Coordinate with the Procurement team to ensure that the purchase orders include performance expectations of design 
• Use internal drafting team to create the overall project integrated process flow diagram that includes all pumps, blowers, mixers, compressors, instrumentation and controls, valves (actuated and manual), motors, ventilation, pick up points, and system boundaries 
• Integrate the overall site wide process and instrumentation diagram, clearly indicating the controls structure, MCC and motor interferes, detail specifications around all instrumentation, etc. 
• Support Commissioning Engineers during commissioning to optimize the setpoints for plant operations 
• Coordinate with Project Engineers after bid leveling to recommend procurement preference 
• Collect all lessons learned and integrate learnings in to future project designs

Responsibilities 

• Coordinate deliverables and review of IFB drawing and technical package for issue to General Contractor/Design Builder.   
• Review technical submittals from all vendors and coordinate review and sign offs from internal stakeholders 
• Analyze any requests for change from the system or technology providers, provide feedback, and communicate to the entire team. 
• Participate in weekly meetings with project team to provide an update on all technology and system packages 
• Standardize Vanguard technical solutions and create templates for use by engineering team 
• Participate in Factory Acceptance Tests, visit vendor and provider sites to review and report work in progress 
• Work closely with Balance of Plant Engineers and Agricultural Engineers to ensure specifications standards, drawings, and recommendations are communicated effectively to contractors inclusive of

Hand over all documentation and warranty documents to the Commissioning Engineers after the dry or cold commissioning 
• Provide technical clarifications or decisions to the construction team and contractors when there is lack of clarity or specifications in documentation 
• Coordinate with the Process Engineer after bid leveling to make a recommendation for procurement 
• Provide accurate and prompt responses to RFIs and submittal reviews.  Manage 3rd party engineers and designers to assist as required

The Commissioning Engineer has the overall responsibility for providing assurance of the construction sites meeting specifications and system start-up, stabilization, and turnover to operations for our projects. The Senior Communications Manager is responsible for managing external and internal communications on behalf of the company under the direction of the VP of Marketing and Strategic Initiatives and contributes extensively to the company’s reputation and brand elevation. This includes planning and executing the public relations outreach across all audiences to catalyze Organics Solutions sales, Vanguard Renewable Gas sales, Organics Development, and overarching company initiatives. The Senior Communications Manager also manages and executes the internal communications programs alongside Human Resources including organizing and producing Town Halls, Boston Weeks, and collaborating on company activities and events. Reporting to the Operations Manager, the Organics Recycling Facility (ORF) Operator performs skilled work that is necessary in operating the day-to-day functions of depackaging food waste.  

Responsibilities 

• Responsible for the depackaging of food waste and products brought into the facility 
• Assist with managing the daily truck loads 
• Communicates with team lead on daily depackaging workflow standards  
• Complete daily rounds of equipment and capture process flows

The Carbon Management Advisor will conduct due diligence on nature-based carbon projects, design quality monitoring systems, assess renewable energy and low carbon projects, and support ESG reporting and data management.

Responsibilities 

• Support Vanguards RNG output, interprets technical measurements, reports findings, manages CI reports, supports low carbon fuel transactions, and develops innovative products and services.
• Responsible for due diligence related to potential investments in nature-based carbon projects including scientific research, quantitative analytics, and communication about project activities, assumptions, and impact.
• Design, plan, and execute key systems for ongoing quality monitoring and reporting for a diverse portfolio of carbon projects.

The RNG Pipeline Representative, Organic Solutions is responsible for all aspects of new large business commercial and industrial customer load, new gas supply, and renewable receipt points for interconnection projects to midstream gathering systems, interstate and intrastate pipelines, and/or local distribution networks. This responsibility can include proactively developing business opportunities, supporting regulatory activities, and negotiating customer contracts.

Responsibilities

• Execute on highly complex new pipeline interconnections including managing official applications, ensuring job cost estimates are produced and communicated to customer, completing standard form contracts, track project funding to ensure financial obligations are met and negotiating special facility agreements and/or any exceptional case agreements
