Owners Representative
Vanguard Renewables is the premier anaerobic digester developer/owner/operator in the United States. Our anaerobic digestion process converts commercial, municipal and agricultural organic wastes including cow manure into green electricity or renewable natural gas as well as other related “value-added” products. We are headquartered in MA, funded by institutional capital partners, and currently, have 20+ projects operating and in development in over 13 states. We have a plan to aggressively expand into other domestic markets.
The Owners’ Representative is responsible for monitoring the project site to ensure that projects are completed safely, to high quality, within budget and on time. This role will collaborate with an assigned Project Manager as well as other stakeholders including contractors, regulators, farms and Vanguard internal departments including development, engineering and procurement to ensure performance meets standards and to monitor and report project progress.
Responsibilities
- Must be willing to relocate for 10-15 months at a time to be on project site and ensure successful project completion.
- Responsible for representing Vanguard’s best interests and execute the project goals and objectives.
- Make sure the contractors for the project execute the work safely, within quality on schedule and within the approved budget.
- Anticipate risks and keep the project running smoothly – communicate to all parties to ensure that all project team members are engaged at the right time and are meeting their contractual deliverables.
- Serve as the liaison between farms, feedstock suppliers, engineers, contractors, testing agencies, utility providers, and third-party vendors.
- Lead accountability and assurance that all project team members are working towards the company’s goals and objectives.
- Act as Vanguard’s eyes and ears on the project site. Be present and accountable on the project site daily.
- Establish clear lines of communication and ensure all team members are working towards achieving the project goals and objectives.
- Recognize where inherent risks exist and appropriately manage and mitigate these risks.
- Provide on site management of contractors and oversight throughout all phases of a project including but not limited to:
- Budget and schedule management
- Project communication
- Risk management and mitigation
- Quality management and contract enforcement
- Requests for proposals and bids
Skills and Qualifications
- Work from the project site. Willing to relocate to a project site for 10-15 months at a time. Working hours at site will be normal construction schedules
- Able to use ProCore, Microsoft Excel, Microsoft Word, Microsoft Project, Microsoft PowerPoint, Microsoft Teams, Adobe / Bluebeam, Navisworks, Google Earth, DocuSign
- Has or can acquire an OSHA 30 Card
- Has First Aid Certificate (a benefit but not mandatory)
- Has AED Certificate (a benefit but not mandatory)
- 5-8 years of Construction Management experience
- Knowledge of relevant health and safety laws and best practices
- Proven ability to complete projects according to required quality, scope, budget, and timeline
- Full understanding of project agreements, financial setup, tracking, reporting & management

Project Manager
The Project Manager will be responsible for managing the scope, schedule, and cost of Organics projects. The project manager allocated to the project will report to the project management office team lead and will have a dotted line reporting structure to the project sponsor for the project. Project managers will also facilitate cross-functional collaboration and communication, managing key stakeholders, and tracking metrics to measure success.
Responsibilities
- Support three Organics projects simultaneously.
- Be responsible for identifying any potential scope creep and managing risk.
- Continuously maintain and update the risk register for development, engineering, and construction management.
- Analyze the trends and identify focus areas or improvement ideas and collaboratively working with various teams to jointly develop/implement strategies to improve project performance.
- Conduct scheduled meetings to track the progress and report to the management.
- Conduct weekly meetings and tracking progress on safety, procurement, engineering, construction, contract management, project accounting, schedule, cost and quality.
- Be responsible for budget control during construction, will manage the change order control process, and will seek approvals from the project sponsor for any non-budgeted or unexpected expenses.
- Compile the project progress update reports and submit them to the project sponsor.
Skills and Qualifications
- 3-5 years of Project Management experience
- Understanding the full project lifecycle, problem-solving, data analysis, and proficiency with project management tools.

The Senior HSE Manager is responsible for managing and maintaining full compliance with Corporate HSE Standards at all company-owned and/or operated assets nationwide. This position provides strategic direction to ensure adherence to applicable federal, state, and local regulatory standards at all stages of the asset lifecycle. Leads and develops team of HSE professionals in a geographically spread operation. Must be able to interact with a broad range of stakeholders including clients, JV partners, executives, high-level managers, and frontline personnel. Must have expert knowledge of health, safety and environmental standards including 29 CFR 1904, 1910, 1926 and OSHA PSM. Ability to provide technical guidance and develop talent/competencies of frontline personnel is critical.
Responsibilities
- Builds mechanisms to foster a positive and sustainable HSE culture at field/remote sites; coordinates employee engagement and participation activities to attain corporate HSE objectives.
- Provides HSE technical guidance to support all levels of company and third-party contractor workforce; acts as Subject Matter Expert and supports development of Corporate HSE and PSM Standards.
- Leads or oversees incident response, notification, investigation and reporting; may facilitate Root Cause Analysis (RCA) with company and contractor personnel.
- Facilitates adoption of emergency response and crisis management protocols; liaises with First Responders, LEPC, SERC, OSHA, DOT, EPA, NRC and other stakeholders as appropriate.
- Executes audit, assurance and/or verification & validation (V&V) programs to evaluate effectiveness of applicable safe work practices (SWP), process safety standards, environmental best practices and company policies.
- Monitors contractor performance and compliance with Corporate HSE Standards; communicates HSE gaps to contractor leadership and develops plans to close those gaps. May act as Contractor HSE Management process owner and coordinate related controls and activities (e.g., contractor qualification, joint contractor HSE forum, audits, etc.).
- Designs, develops and coordinates the execution of Corporate HSE Training Programs in alignment with company policies and all applicable legal and regulatory requirements (e.g., OSHA, NFPA, DOT)
- Tracks, consolidates and routinely reports all lagging KPIs including incidents, near-misses, hours worked, etc.
- Participates in risk management studies (HAZOP, LOPA, What-If) and hazard analysis (JSA, JHA) as required.
- Acts as the central HSE liaison to field operations managers and supervisors.
Skills and Qualifications

HSE Specialist, Land Transportation

The HSE Specialist for Land Transportation is responsible for developing and implementing a corporate transportation safety program and promoting a positive safety culture throughout our organization. This position is critical to Vanguard’s mission to harness the power of waste safely and reliably and will have a unique opportunity to make a long-lasting impact and define the industry standards in North America. While this position will support teams in complying with applicable regulatory requirements, it is not a DOT compliance position. Must have advanced understanding of operational and driver safety risk management. Must be able to interact with a broad range of stakeholders including frontline personnel, high-level managers, JV partners, and regulators. Must be able to manage projects and provide technical guidance to a variety of audiences.
Responsibilities:
- Ensures safe management and operations for all motorized vehicles, including passenger motor vehicles, heavy equipment, powered industrial trucks (PIT), etc.
- Develops and implements transportation safety program in accordance with regulations and industry best practices, including but not limited to: transportation safety policies, driver safety training, journey management planning, and truck operation expectations (e.g. load securement, incidental spill response, parking/maneuvering on dairy farm, etc.).
- Ensures Corporate Transportation Safety Standards (e.g. Fatigue Risk Management Policy, Seatbelt Policy, Passenger/Visitor Policy, etc.) are fit-for-purpose and aligned with all applicable federal, state, and local regulatory requirements. Incorporates Human Performance concepts to ensure successful adoption of critical safeguards.
- Works closely with the Transportation Compliance Manager to ensure compliance with applicable federal and state requirements (e.g. DOT, OSHA, FMCSA, etc.).
- Collaborates with cross-functional teams to ensure a consistent and effective approach to transportation safety throughout the organization and across the lifecycle of Vanguard’s assets.
- Acts as Subject Matter Expert (SME) and provides guidance and support to management and employees on transportation safety policies and procedures.
- Develops and facilitates transportation safety training program for applicable employees (e.g. Drivers, site personnel, Field HSE personnel, etc.).
- Monitors and tracks transportation safety metrics to identify trends and implement corrective actions; may conduct regular audits and inspections to identify potential hazards and areas for improvement.
- May support incident response, notification, investigation and reporting; may facilitate Root Cause Analysis (RCA) with company and contractor personnel.
- Supports continual improvement cycle and helps identify and recommend improvements to existing safety processes and procedures.
- Collaborates with external vendors, suppliers and may serve as a liaison with regulatory agencies.

Qualifications:
